Institutionalization of SPG in All Elementary Schools

In recognition of the need to organize a pupil governing body in the elementary level which shall embody the  ideals, principles and practice of participatory democracy and citizenship and serve as a venue for pupils to develop their leadership and social skills, the DepED (Department of Education) institutionalizes the Supreme Pupil Government (SPG) for implementation of all elementary schools in the Philippines.


The Supreme Pupil Government being the counterpart of Supreme Student Government (SSG) in secondary shall serve as the highes level in school governance in order to help promote welfare of the entire pupil population. As such, the SPG shall have the following objectives: 
  1. Develop love of God and country, moral character, personal discipline, leadership potentials, self-confidence and initiative among the pupils
  2. Train pupils for effective and efficient leadership
  3. Establish programs and projects that will promote goodwill, unity and cooperation between and among pupils
  4. Serve and protect pupils' rights and welfare
  5. Provide a good environment for learning, training and growth opportunities
  6. Contribute to school aspirations to promote quality education and academic excellence
  7. Represent the pupil population in the policy-making body of the school concerning pupils' welfare  
The SPG shall implement programs and projects which will benefit the pupils under the guidance of school administration. Such projects shall include the following
  1. Clean and Green Campaigns
  2. Environmental Programs
  3. Health Campaigns
  4. English Speaking and Reading Campaigns
  5. Brigada Eskwela
  6. Leadership Training
  7. Other Related Activities
Only Grades 5 to Grades 6 pupils are qualified to run as candidates for the following major positions of SPG who shall be elected by Grades 3 to 6 pupils:
  • Mayor
  • Vice Mayor
  • Secretary
  • Treasurer
  • Auditor
  • Public Information Officer (PIO)
  • Peace Officer
As a general rule, the SPG shall only have four (4) Grade Level Councilors: one (1) from Grade 3; one (1) from Grade 4; one (1) from Grade 5; and one (1) from Grade 6. Only Grades 3 to pupils have the power to elect their respective councilors. In case of big schools; however; the number Councilors per grade level shall be determined by the School Head based on the following parameters:
  • 300 or less enrollees per grade level        -      1 councilor
  • 301 to 400 enrollees per grade leverl       -      2 councilors
  • 401 to 500 enrollees per grade level        -      3 councilors
  • 501 or more enrollees per grade level      -      4 councilors
Homeroom elections which shall follow the organizational set up of the SPG except the Grade Level Councilor shall be held within two weeks after the opening of classes.

Schoolwide Supreme Pupil Government  elections (from Mayor to Grade Level Councilors) shall be held after the Homeroom Officers shall have been elected but not later than the last week of July. All elected SPG Officers shall serve until March. Thereafter, elections for the succeeding School Years shall be held annually every last week of February consistent with the DepED Memorandum on the Sychronized Supreme Pupil/Student Government Elections issued every January or earlier. Officers elected under this schedule shall serve during the School Year following their election from June to March. 

All Regional Directors, Schools Division/City Superintendents, Public Schools Disrict Supervisors and Elementary School Principals/Heads are enjoined to implement and support the SPG, including its projects and activities. Elementary School Principals/Heads shall designate a teacher preferably in HEKASI, who shall serve as the Adviser of the SPG, with supervision from concerned School Principal, Public Schools District Supervisors, and Division/Regional Social Studies/HEKASI Supervisors.

The DepED Center for Student and Co-Curricular Affairs (CSCA) shall supervise and monitor the institutionalization of the SPG, which shall be under its Student Government Program (SGP).
