Maricris R. Valte: Huwag Maniwala sa Sabi-Sabi na Binulsa na ang Inyong PEI

Many personnel of the DepED-ARMM were aware on the release of PEI (Productivity Enhancement Incentive) for every personnel which is equivalent to one-month salary or with a minimum amount of P 5, 000.00 pesos only. There was an officials order informing the public that PEI should be released on June 30, 2015. Thus, employees of the DepED-ARMM finally said that their PEI was already in someone's pocket of those officials in the Regional Government. To clarify the issue, Maricris R. Valte posted the following translated information in Facebook Website:



To those teachers asking about their PEI (Productivity Enhancement Incentive) and sending private message to me, I would like to inform you that the DBM (Department of Budget and Management) has just recently issued a CLEARANCE so that DepED-ARMM will be eligible for the 14th-month pay under the 2015 PEI. It needs a lot for the government agency to comply the requirements in order to qualify for the one-month salary bonus instead of P 5, 000.00 pesos only. Accomplishment reports of the agency are not easily accepted to qualify in the PEI; this shall be under the validation of DBM. When it comes to “good governance conditions” like posting financial and accomplishment reports etc. in agency website (which is called “Seal of Transparency”) and Citizen’s Charter, it is checked one by one by the DBM and Civil Service. And because of the partnership between DAP and regional government in setting up the different “good governance conditions” as an implementation of Result-based Performance Management System in ARMM regional government and to be qualified in PBB, DAP team also scrutinize the Citizen’s Charter of 46 agencies in ARMM (including RLA) to ensure it appropriateness in accordance with Anti-Red Tape Act the Citizen’s Charter uploaded in the website, especially because this is a requirement for the agency to pass the one-month PEI. In short, all the validations were just finished last two weeks ago and it was just last week the DBM issued CLEARANCE signifying DepED-ARMM is qualified in PEI. There are still some processes to undergo (like issuance of SARO) and it needs for the DBM to issue formal authorization to ORG (Office of the Regional Governor), before DepED-ARMM will be authorized, the PEI shall be released to all employees and eligible teachers. Remember not all are eligible for one-month salary (or even P 5, 000.00) – like those hired through job order, contract of service consultancy or essentially those whose payment or salary is not coming from PS of the agency budget. It should complete at least for months of service as of May 31, 2015 and with minimum performance rating of “satisfactory”. Don’t believe the heresy that your PEI is already in someone’s pocket.

Hindi rin basta-basta tinatanggap ang physical accomplishment reports ng ahensya para mag-qualify sa PEI; sumasailalim ito sa validation ng DBM. Pagdating sa "good governance conditions" gaya ng pag-post ng financial and accomplishment reports etc. sa agency website ('yung tinatawag na "Seal of Transparency") at Citizen's Charter, isa-isang chine-check 'yan ng DBM at CSC. At dahil ka-partner ng DAP ang regional government sa pagse-set up ng iba't ibang "good governance conditions" bilang implementation ng Results-Based Performance Management System sa ARMM regional government at para mag-qualify ito sa PBB, sinuyod din ng DAP team ang mga Citizen's Charters ng 46 ARMM agencies (kasama ang RLA) para masigurong tama at ayon sa requirements ng Anti-Red Tape Act ang Citizen's Charter na naka-upload sa website, lalo na dahil requirement ito para makapasa sa one-month PEI ang ahensya. Sa madaling salita, lahat ng validation ay natapos lang mga two weeks ago, at last week lang nagbigay ang DBM ng clearance na qualified ang DepEd-ARMM para sa PEI. May mga proseso pang dadaanan 'yan (gaya ng paglabas ng SARO) at kelangan magbigay ang DBM ng formal authorization sa ORG, bago naman ma-authorize ang DepEd-ARMM na i-release ang PEI sa lahat ng empleyado at teachers na eligible. Take note na hindi lahat ay eligible sa one-month salary (or kahit 5,000) -- gaya ng mga na-hire sa pamamagitan ng job-order, contract of service, consultancy or essentially yung mga tao na ang bayad o sahod ay hindi nanggagaling sa PS ng agency budget. Dapat din ay may kumpletong 4 months of service as of May 31, 2015 at may minimum performance rating na "satisfactory." Para sa kumpletong guidelines, basahin ang Executive Order No. 181 (s. 2015) na makikita niyo sa website ng Official Gazette. Magtanong din kayo sa HR office niyo (dapat alam nila yung guidelines).
