3 members of Philippine Marines were killed in an ambush by unidentified gunmen between Manilop Primary School and Poblacion Elementary School, Manilop, Indanan, Sulu last July 14, 2016 at around 7:30 in the morning. 2 of them died on the spot in the front yards of the neighborhood while the other 1 ran away with serious wound until he gave up his ghost near Manilop Primary School headed by TIC, Kauzar I. Jawang. The TIC sent mobile message to PSDS in that morning informing him about the cancellation of classes. Similarly, Hja. Radzma A. Amilasan, Caretaker of Poblacion Elementary School for and in the absence of TIC, Alyasir A. Ussam who was on leave of absence for hospitalization of his son in Zamboanga City also passed by the Indanan South District Office that afternoon to give PSDS the full details of the incident.
For this cause, ISD automatically formed its Education in Emergency and District Disaster Risk Reduction Management Council team composed of Public Sschools District Supervisor, Samoore S. Ladjahali, District Property Custodian, Naser L. Assil and DDRRMC Coordinator, Faisal A. Kadil. The team aimed to assess the condition of learners in both schools. They departed from ISD Ofice at 8:30 in the morning and arrived at Manilop Primary School at 9:30 in the same date of July 15, 2016. As they approached the school campus via motorcycles, they observed the neighborhoods observing their day-to-day domestic and livelihood activities along the way. That situation made the PSDS utter the word normal. The team parked their 2 motorcycles on the corner of the school playground looking here and there, taking pictures and talking slowly to avoid disturbance of the teachers and learners busy on their classroom interaction.
The Teacher In-Charge unintentionally glanced at the team with her left eye. She made an excuse from her Grade 3 Advisory Class and moved out of the room to the right corner of the school ground where the 3 members of the team standing like frequent parent-visitors of the school. The PSDS asked her to contact some barangay officials hold a dialogue with the team. The TIC cleared her Grade 3 Classroom for the dialogue while Nuradal A. Rabbayani, Teacher I did a house-to-house strolling to disseminate the information to all barangay officials of Barangay Manilop headed by Hon Chairman, Omar S. Suhaili.
The gathering was composed of 5 teachers, 2 parents and 4 from the barangay officials. The PSDS began the interview about the July 14 Incident where and what time it happened, how near it was to school campus, the whereabout of those residents living in the 5 houses where those 3 members of Philippine Marines met an ambush, how many children of them enrolled in the school and the current attendance of their children in the school. Accordingly, it was just about 150 meters away from the campus of Manilop Primary School. Barangay Chairperson, Hon. Omar S. Suhaili and the teachers declared in front of the team that the circumstances of Manilop PS was more than normal than before. The PSDS injected an idea how the community of Barangay Manilop and the school would be able to conduct ceremony wherein programs and supplies would be provided among the entire students purposely to remove fear and trauma of the school age children. It aimed to divert the attention of the pupils and parents from the July 14 Incident into the full concentration on their studies.
The TIC, school teachers and the barangay officials agreed to hold Fun Ceremony. Their plan was to issue school supplies for every student during the program. Albert Santoli, President of AAI (Asia America Initiative) committed to send 100 toys for learners of the Manilop Primary School, one of the MOBE (Model Of Bawgbug Education) schools of AAI.
Finally, Manilop Primary School decided to schedule the Fun Ceremony simultaneous with Deworming Activity and Nutrition Month Culmination on July 27, 2016. Verbally, TIC, Kauzar I. Jawang has already requested the PSDS to be with them on that day.
Afterwards, the EiE and DDRRMC Team passed by Poblacion Elementary School whose distance to the spot of ambush was just about 300 meters away by shortcut. 3 parents spearheaded by Boy Amilassan met us as we parked our motorcycles on the school ground. They looked waiting for our arrival for several hours. The PSDS instantly asked how they were and they answered that they were so happier to see us entering the playground. They led the team to the discontinued erection of school CHB fence. They would like to be completed to avoid outsider's entry into the school campus of Poblacion ES. They were in search of Alyasir A. Hussam, the School TIC. PSDS replied that the TIC was on leave for hospitalization of his son in Ceudad de Zamboanga, Zamboanga City, Philippines. He asked the DPC to call on the School Caretaker, Hja. Radzma A. Amilasan. He advised the School Caretaker to put into a conference with all the PTA officers about the strong suggestion on the continuation of the school panel.
In facebook, AAI President appreciated the team in assessing the situation of learners in Poblacion ES and Manilop PS. He also committed to send more funds for helping the PTA continue the school panel. He expressed his salutation to the PSDS for managing the 1-day disruption of classes in both schools due to July 14 Incident. The PSDS update AAI President about the apprehension of both parents and learners in Poblacion because there were so many members of Philippine Marines scattered in the public market and plaza that night after the incident. Thus, lots of students quit their classes the next day.
Sharifa Mharrojeanne A. Alih, District ICT Coordinator at the same time observing 2 teaching loads in Poblacion ES reported to the District Supervisor last Wednesday that the PTA members agreed in the meeting to collect funds among the parents of learners for the continuation of the school fence. She said that even the Barangay Chairwoman was present in the PTA meeting. The Treasurer and other responsible persons for the financial expenses of the fence already started the collection.
