1-Day Orientation for Teaching and Non-Teaching Personnel

1-Day Orientation for Teachers and Non-Teaching Personnel happened at Timbangan Elementary School Multi-Purpose, Timbangan, Indanan, Sulu last July 11, 2016. It oriented the personnel on LAPG (Language Assessment for Primary Grades), DRRMC (Disaster Risk Reduction Management Council) and SPMS (Strategic Performance Management System).

LAPG focused on the administration of National Achievement Test (NAT) for Grades 4 that would be administered in the entire 12 schools of Indanan South District, namely: 1. Pasil Elementary School; 2. Panglima Ahajan Elementary School; 3. Langpas Elementary School; 4. Mukammali Elementary School; 5. Poblacion Elementary School; 6. Panglima Indanan Central School; 7. Bunot Elementary School; 8. Dayuan Primary School; 9. Palan Elementary School; 10. Timbangan Elementary School; 11. Panglima Mammah Elementary School; and 12. Kasambuhan Village Elementary School. Melda I. Adug, Head Teacher III of Mukammali Elementary School and Hja. Nalda J. Muksan, Principal of Langpas Elementary School presented on the screen those guidelines on the administration of NAT and the duties and functions of the Room Examiners (RE), Chief Examiners (CE), District Testing Coordinator (DTC) and the DepED Supervisor. The Public Schools District Supervisor (PSDS), Sir Samoore S. Ladjahali, of course, played the role of DepED Supervisor; Nagdar U. Sasapan, TIC of Panglima Misuari PS and Cmdr. Bara Jalaidi PS performed the duty of District Testing Coordinator; school  heads acted as Chief Examiners; and selected teachers of the different schools did the duties of the Room Examiners.


While some teachers prepared the lettering and stage decorations, the facilitators spearheaded by PSDS Sam sat together for the preparation of short opening program and matrix of the orientation. The delay for the activity to start occurred because the organizers of the sessions gave a chance for the Division Instructional Supervision Team (DIST) to present their topics right after the opening program. The DIST led by Dr. Joel A. Alamia phoned the PSDS that they would attend the gathering after the opening program of SPMS Orientation conducted by Jolo District in the same day. Thus, the team arrived late in Timbangan Elementary School. The DIST was composed of Dr. Joel A. Alamia, former Principal of Kasambuhan Village Elementary School, Hji. Munap A. Ombra, former District In-Charge of Sibaud District and Nur-aina S. Jumah, former District In-Charge of Pata District.

The opening program started with an introduction of EMCEE, Mussah-Helen M. Askali, Teacher I and Ruhil A. Ahadon, Teacher I. Both EMCEE came from Poblacion Elementary Schools headed by TIC, Alyasir A. Hussam. Alnashvier I. Abduljalil, Grade 3 Adviser in Bunot Elementary School recited the invocation and followed by the singing of Lupang Hinirang, Philippine National Athem conducted by Shernalyn A. Alibbun, Teacher I of Mukammali Elementary School. A short welcome remarks were uttered by the TIC of Timbangan Elementary School, Masdida M. Sarabi. ISD Harmonics lulled and rocked the whole audience, guests, facilitators and organizers of the orientation. PSDS Moore delivered an overview message first before the DIST took the microphone as the start of session proper.


After the DIST, a 15-minute break freed the participants to wet their esophagus with some edible products to fill their bellies. The Head Teacher 3 of Mukammali Elementary School began her topic almost around lunch time because heavy raindrops echoed on the roofs of the Multi-Purpose. Sharifa Mharrojeanne A. Alih, District ICT Coordinator from Poblacion Elementary School manned the Power point facing the presenter. The participants involved school heads, classroom teachers, district staff, district supervisor, school nurses and utility workers. Melda I. Adug explained thoroughly all the contents of every slide. She even encouraged the participants to read some bullets in the screen. Do's and don't's relative to the administration of NAT were clearly simplified in every slide of the Power point. Though it was similar to the previous NAT guidelines, revision also caught the attention of the assigned Room Examiners and other responsible personnel for the conduct of NAT for Grades 4. Queries, clarification and doubts of the pax forcibly motivated the teachers' hands to raise higher catching the attention of the presenter for further exposition.


Hja. Nalda J. Muksan elucidated the different roles and duties of the Room Examiners, Chief Examiners, District Testing Coordinator and DepED Supervisor. She also emphasized the number of examinees per classroom and the proper arrangement of examinees based on the seat plan. Monitoring the conduct of examination was made liable to the District Testing Coordinator and DepED Supervisor. Likewise, submission of the finished paraphernalia was clearly explained.

The PSDS assigned Hja. Nalda J. Muksan and Melda I. Adug to draft plan for the deployment of the Room Examiners by following the correct order, namely: 1. Kasambuhan Village ES to Panglima Mammah ES; 2. PMES to Timbangan ES; 3. TES to Palan ES; 4. PES to Bunot ES; 5. BES to Panglima Indanan CS; 6. PICS to Poblacion ES; 7. PES to Panglima Ahajan ES; 8. PAES to Pasil ES; 9. PES to Langpas ES; 10. LES to Mukammali ES; and 11. MES to Kasambuhan Village ES.


Faisal A. Kadil, Head Teacher III of Pasil Elementary School was designated as District Coordinator for Disaster Risk Reduction Management Council. He lectured on it based on the Division Memorandum calling for every school to participate in the Simultaneous Earthquake Drill that would be launched on July 20, 2016. The DRRMC Coordinator revealed that there should be an orientation given by the experts like PNP, Bureau of Fire Protection and the nurses. The collaborators would be the one to brief on the proper way of doing when earthquake happens and how to rescue somebody affected by the unpredictable earthquake and other natural calamities. As reported, Pasil Elementary School was already done with the drill guided by those authorities concerned. Similarly, the Bureau of Fire Protection already drilled the people of Kasambuhan Village Elementary School. In spite of the insufficient experts to guide the many schools in the district, Jolo would only be the target venue of the simultaneous earthquake drill on the 20th day of July, 2016.


PSDS Sam was the final presenter after his partner, Sharifa Mharrojeanne A. Alih, District ICT Coordinator. Both discussed SPMS showcasing the accomplishment of IPCR (Individual Performance Commitment and Review) and OPCR (Office Performance Commitment and Review). As advised by Dr. Joel A. Alamia, DepED personnel would be entitled again in the PBB (Performance-Based Bonus) 2016. IPCR and OPCR should be the basis for the determination of best performing, better performing and performing personnel. Classroom teachers should no longer accomplish PAST (Performance Appraisal System for Teachers); rather; IPCR would be the substitute for that form. School heads should also accomplish like the classroom teachers. However,  OPCR would be prescribed for all school heads of the secondary schools. Principals of the high schools utilized the OPCR like District Supervisor or head of the offices.

Naser L. Assil, District Property Custodian was among the participants to the Division Orientation on SPMS. PSDS assigned him in the reproduction of the blank forms and proper distribution of materials to the pax. In short, he was the In-Charge of the Materials that would be needed in the SPMS Orientation. Every teacher was provided with sample form of IPCR before the walk-through activity was done.
