Schools District Supervisor of Indanan South District and Dr. Garcia B.
Paradji, District In-Charge of Indanan North District did an informal talks in
Kid-Kid Coffee Shop, Km. 2, Kajatian, Indanan, Sulu for the 2016 priorities to
appear in Indanan Municipal School Board Plan as advised by MNLF Chief of
Staff, Hji. Yusop H. Jikiri, former Representative of Sulu First District and
Father of the newly-elected Mayor, Hon. Hermot "Moy" D. Jikiri. Sir
Sam is the Co-chair of incumbent Mayor, Saripuddin "Eddih" D. Jikiri
in the Indanan Municipal School Board allotted with P 15,000.00 monthly and
deposited in a passbook opened in Amanah Bank, Jolo, Branch. Sir Gah is a
member of the IMSB Secretariat. Sir Moore told Sir Gah that he should be moved
to chair the Secretariat. Sir Sam added that he would strongly suggest in a
meeting for the chairmanship of Sir Gah in the IMSB Secretariat.
On academic aspect, Sir Moore and Sir Gah agreed on DepED Order No. 12 s. 2015 as priority in the IMSB Plan how every Grade 1 learner a reader in Mother Tongue at the end of every school year; every Grade 2 learner a reader in Filipino; and Grade 3 learner a reader in English. In their informal plan, both decided to come up School Reading Coordinators for Mother Tongue, Filipino and English in every school in both districts. Out of the School Reading Coordinators, IMSB should create TWG (Technical Working Group) who is responsible for the craft of Quarterly Reading Assessment in Grade 1 Mother Tongue, Grade 2 Filipino and Grade 3 English. The TWG is also responsible for the orientation, training and workshop enhancement for all primary grade teachers if it deems necessary. The IMSB should be the funders of the IMSB Reading Program in both districts. This IMBSB priority was based on DepED Order No. 12 s. 2015 and DepED Order No. 33 s. 2016. The Co-chair of the Mayor and Secretariat Chairman would finalize the plan and bring it to the IMSB meeting right after the assumpltion of the incoming newly-elected Mayor on July 1, 2016.

- In line with one of the President’s Ten Point Basic Education Agenda which states that “every child should be a reader by Grade 1,” the Department of Education (DepEd) is strengthening its reading program through the implementation of the Early Language, Literacy, and Numeracy Program.
- The Program will develop in Filipino children literacy and numeracy skills and attitudes which will contribute to lifelong learning. More specifically, it aims to improve reading and numeracy skills of Kinder to Grade 3 pupils, following K to 12 Basic Education Curriculum, and to establish a sustainable and cost-effective professional development system for teachers.
- The enclosed guidelines shall cover the professional development component of the Program.

1. In line with Item five of the President’s Ten Point Basic Education Agenda which states that every child should be a reader by Grade 1, the Department of Education (DepEd) remains steadfast in strengthening its reading program through the implementation of the Early Language, Literacy, and Numeracy Program.
2. The purpose of the Program is to develop in Filipino children literacy and numeracy skills and attitudes that will contribute to lifelong learning. With this, it is the goal of the Department to improve the literacy and numeracy skills of Kindergarten to Grade 3 learners following the K to 12 Basic Education Curriculum by establishing a sustainable and cost-effective professional development system for teachers.
3. In this connection, the Guidelines on the Utilization of the 2016 Every Child a Reader Program (ECARP) Funds for the Early Language, Literacy, and Numeracy Program: Professional Development Component are enclosed. These guidelines shall cover the expansion of the professional development component of the program described in DepEd Order No. 12, s. 2015 entitled Guidelines on the Early Language, Literacy, and Numeracy: Professional Development Component.
