Guidelines on the Selection, Promotion and Designation of School Heads

Embedded below is national guidelines. As experienced in ARMM, what was true to DepED was not all applicable in ARMM. I remember our online moments with Asec Noor M. Saada, Asec for Programs and Projects. I opened DepED Central Office website and shared of the memoranda and Orders whose contents I thought might included DepED-ARMM. He sent me Facebook messages that they were not yet advised for the implementation of what I shared he noticed in Facebook. What I did was to delete it.

Speaking of guidelines on promotion of school heads, ARMM set it in a flexible manner although centralization approach was completely witthin the hands of the Regional Office. Admittedly yes, there would be lot of our school heads might not deserve for promotion once DepED guidelines would be in reference. As what some revolutionists made mention that it was in the Peace Agreement to exclude Bangsamoro professionals from the strictness of the policy imposed by DepED. The reason behind, accordingly was the Bangsamoro-Government war in the past decades that made them educationally unprepared for the standard higher qualifications. It was why many NQESH (National Qualifying Examination for School Heads) passers have been deprived of their rights for promotion until this day.

On August 17, 2014, ARMM started with conduct of Promo Board which was supposedly the right track for promotion inGrand Astoria Hotel, but some already enjoyed their promotion without passing the said Promo Board. Then, ARMM sponsored the conduct of NQESH in the entire divisions of ARMM. It was free for all takers. NQESH was successfully administered in October, 2014. Next in scene was the implementation of PAT.  On the way of the processes, several school heads were given appointment, but many also got discouraged waiting for the reliable requisites for promotion.

Bangsamoro Government is now continued by the so-called BARMM. ARMM before was just lawfully added with B which stands for Bangsamoro. Since it is ministrial in nature, DepED was changed to MBHTE (Ministry of Basic, Higher and Technical Education). Processes of hiring now undego different start like generation of BJP (Bangsamoro Job Portal) where MBHTE website is added. Conduct of Review for Principal's Test is categorized into division level instead of simultaneous review for free to all applicants.

Designation of school heads in ARMM followed what it was. For instance division had newly-installed TIC (Teacher In-Charge,  SDS should endorse TICs' application for designation officially signed by the DepED-ARMM Secretary. Regional Office installed several school heads and district heads without passing the division office.
