How to Get the Total MPS of School NAT Result?

I got surprised to hear Staff of the Division Planning Office during Defense that ISD only obtained 47%. What was the formula of Suaiba Lakibul? I did it by getting the average of 11 schools after computing their individual examinees based on their scores in the different learning areas tested. Out of that method, 55.96% appeared as District MPS. I did this solution in getting a year-to-year MPS results of schools in NAT since 2010.

I could hardly believe in our PIC & TW saying that no matter how the school was high in NAT MPS, a possibility to be brought it down by those schools in the lowest rank might come to evidence. More so, the PSDS asked one of his school administrators if it would possible to happen after the PIR & TW conducted in Pinnacle Hotel, Davao City. TIC Alyasir A. Hussam could not also prove it even by just thinking some particular situations. Is it because we lack knowledge on statistics? Sir Moore couldn't help to prove it but to ponder in an instance like in a tug-of-war game. I remained speechless. At heart, I could not intend those schools at the top were not doing similar to a school whispering. Schools observed me during monitoring the NAT administration for being so strict and warning them not to cheat.
