OPCR and IPCR Instead of PASSA and PAST


As stressed by the facilitators today, June 28, 2016, Sulu-DepED was still using PASSA (Performance Appraisal System for School Administrators) and PAST (Performance Appraisal System for Teachers) to reflect performance rating of division-district leaders, school heads and teachers. DepED Conference Hall, Jolo, Sulu was filled with district heads and coordinators attended the SPMS (Strategic Performance Management System) Orientation which lasted almost whole day. The orientation was done with the presence of the Schools Division Superintendent, Dr. Tim J. Undain, FRIEdr. and her promotional staff.

The facilitators started the activity with an invocation, Philippine National Anthem, Welcome Remarks, Inspirational Message, Overview of the Orientation, Orientation Proper and Message of the SDS. Madam SDS entered her message before the second learning session ended at around 11:45 in the morning. Significant points of the orientation was the utilization of OPCR (Office Performance Commitment and Review) for the head of agency, EPS (Education Program Supervisors), Public Schools District Supervisors (PSDS) and Secondary Schools Principals instead of PASSA which was used more than a decade ago. Another thing was the adoption of IPCR (Individual Performance Commitment and Review) for Elementary School Heads and Classroom Teachers and other Non-teaching Personnel of DepED instead of PAST.

During the walkthrough, every participant was provided with a copy of OPCR and IPCR blank forms. As revealed by the facilitators, targets and priorities that should reflect in said forms should anchor to the division targets and priorities. Most of the participants were interested to know what the division level has targeted and put it into priorities. Some murmured that there should be a copy furnished of Division Education Plan showing its targets and priorities in so far as consistency with the school, district and division targets and priorities is concerned. Division Planning Personnel and SDS stressed on NAT result and those common performance indicators. Dr. Tim J. Undain, FRIEdr. wanted every school to achieve at least 75% MPS (Mean Percentage Score). In contrast, Hja. Insih A. Asaari, Division Planning Officer preferred at least 65% MPS of increase in NAT result. She also emphasized the 5% increase in every performance indicator.


For mastery and reference, PSDS Moore asked Naser L. Assil, District Property Custodian of Indanan South District to bring USB to the powerpoint manager and get the softcopy of the presentation. Sharifa Mharrojeane A. Alih, District ICT Coordinator handed her flash drive to the District Property Custodian. Unfortunately, the pax from ISD did not bring any softcopy of the presentation thru flash drive due to many participants fell in line for the same request from the facilitators. Division Planning Personnel advised the participants to get their flash drives in the Division Planning Office the next day.


Sir Samoore S. Ladjahali was in agreement with his two district coordinators to conduct echo on SPMS for all school administrators, teachers and non-teaching right after the observance of fasting in the blessed Ramadhan.
