Teachers' Benefits to Enjoy Beginning 2020

This video below is slideshow format on Teachers' Benefits based on the Slide Show file in SlideShare. It was also shared in Facebook. It shows the different benefits received by teachers as scheduled throughout the school year.

Teacher is nationwide issue not just in DepED but in most entities, agencies and other private and government sectors. 2018 PISA result caused the country's talks on the deterioration of Philippine quality education.

Teachers are the subjects of the alarming issue on students' low performance. Factors in promoting quality education depend more on teachers as commented by many government officials, parents, lawmakers and other concerned on Filipino children and youth. Thus, teacher's salary and benefits are taken into consideration. Thus, these slideshow and video upgrade the yearly benefits of teachers.

GSIS Discontinues to Accept Printed Copies of Remittance

On May 21, 2019, the President and General Manager of the GSIS, Gracita Gilda V. Bocanegra signed Memorandum Circular No. 008 series of 2019.

Effective July, 2019, all remitting agencies are no longer required to submit printed copies of remittance list. Instead, GSIS has built eBCS (Electronic Billing and Collection System) for the remiting agencies upload and download their Electronic Remittance Files and Electronic Billing Files.

Mode of Payment Affects Member's Remittances in GSIS and Pag-IBIG

Members specifically in Pag-IBIG should not panic whenever they view online its delayed remittances. They are able to see their financial records through signing up or logging in Virtual Pag-IBIG. After clicking savings, view contributions appear below. Virtual Pag-IBIG records yearly members' contributions specified beginning January until December of the year. What an amazing Virtual Pag-IBIG is!

eGSISMO does not show records on yearly and even monthly remittances of members except those figures remitted for CONSOL, Regular Policy and other members' loans. In contrast, members in GSIS are unable to know either their remittances are monthly or quarterly updated or delayed compared to Pag-IBIG.

Who have experienced  viewing his/her records personally in either GSIS or Pag-IBIG? Perhaps, personnel of both offices just tell those members who would like to know status of remittances. It rarely happens among members given some copies of remittances from employers. So, Pag-IBIG is better than GSIS in online showing yearly and monthly payments from employers.

In the event that member of Pag-IBIG Mutual Fund happens to view his/her delayed remittances, he/she should not be scared of it or get discouraged. Employer has MODES OF PAYMENT as agreed with Pag-IBIG Mutual Fund Office. For instance in my case as I just print-screened recently from Virtual Pag-IBIG, there are no remittances for the month of October and November, 2019. It's no worry for this month, December because it has not ended yet. To comfort myself, I came to realize that definitely ARMM or BARMM applies mode of payment in a quarterly manner instead of monthly. It was the reason why the last three months (October, November and December) are zero-mode remittances.

I wish monthly remittance should be more applicable than quarterly. How many of you are in favor of that mode of payment? Speaking of inconvenience, BARMM may be busier to do it monthly or it makes her hire more personnel to be tasked for monthly remittance to Pag-IBIG Mutual Fund Office. To hire additional employees ensures additional budget for them. Will it be approved by the House of Representatives and the higher up?

To viewers to this blog post, kindly give the advantages and disadvantages of monthly remittance and quarterly remittance. Write it under comments.

It has been issued in replacement of Pag-IBIG Landbank CashCard and previously-issued MID ID. Hon. Governor of Sulu, Datu Shahabandar Abdusakur M. Tan personally handed check to Sulu SDS, Dr. Hji. Kiram K. Irilis in the Office of the Provincial Government, Capitol Site, Patikul, Sulu recently. The check worth 1 million pesos purposely to cover the financial expenses needed by the Sulu Delegation to Bangsamoro Autonomous Region in Muslim Mindanao Athletic Association Meet that will be conducted in Upi, Maguindanao from January 16-21, 2020.This blog post is based on the Facebook post of Dr. Hji. Kiram K. Irilis, Schools Division Superintendent of DepED-Sulu embedded below. Shown in the picture are Gov. Tan, SDS Irilis, Dr. Saudi Janang, Asst. Schools Division Superintendent and Dr. Abdulnaser J. Adala, Education Program Supervisor for ALS.

In the conduct of SPAAM 2019 last November, Hon. Datu Shahabandar also donated 1-million financial assistance to the DepED-Sulu. It was a very first time in the annals of SPAAM which provincial government's monetary assistance became higher. It triggered the Eagle News to cover the live video of the SPAAM 2019 and posted it in Youtube. Wow, it's so amazing!

How MBHTE, Pag-IBIG and GSIS Facebook Differ From One Another

Personnel of the DepED or Ministry of Basic, Higher and Technical Education in Bangsamoro Autonomous Region in Muslim Mindanao  is officially recorded in GSIS, Pag-IBIG and MBHTE. Financially, teachers and personnel are mandatorily deducted monthly by GSIS and Pag-IBIG as endorsed by MBHTE even though the personnel are not granted loan yet because their automatic membership is compulsory. This compulsion is very much appreciated in so far as savings and investments are concerned. It is one of the reasons why education personnel are entitled to claim many benefits before and upon their retirement from the service.

For honesty and transparency, the three agencies mentioned above created websites and even social media to that serve as the venue whenever members would like to know more about their records, benefits, programs and services offered. However, online access of these three offices differs from one another in terms of members' access for their records, queries and many other issues and concerns that need to be addressed by those entities.

For instance in terms of Facebook page buttons, MBHTE uses 'Call Now', 'Learn More' and 'Send Message' for Pag-IBIG and GSIS shows 'Sign Up' and 'Send Message'. If you click 'Call Now' in MBHTE, you will see the telephone number. I have not experienced it if who will respond if we call. If you click 'Learn More' in Pag-IBIG, you will be redirected to HTTP Error 404: Page Not Found We are sorry, but the page you are looking for does not exist. If you click 'Send Message', you have the chance to chat with Pag-IBIG and instant automated response is expected. If you click 'Sign Up' in GSIS, wow, you will see eGSISMO website. That's a beautiful site wherein every registered member may view many things about his/her records, benefits and others. If you click 'Send Message', you will get chat with GSIS in an instant response.

Speaking of websites other than Facebook, MBHTE, GSIS and Pag-IBIG own respectively. MBHTE website lacks many services compared to GSIS and Pag-IBIG. For the privacy of members, GSIS came up with eGSISMO and Pag-IBIG has Virtual Pag-IBIG.

GSIS has issued members with UMID powered by Union Bank of the Philippines. UnionBank has mobile app. If members are registered, they are able to view their balance, benefits and others in connection with their UMID.

Pag-IBIG has issued Pag-IBIG Loyalty Card Plus powered by AUB (Asia United Bank). Mobile app, Hello Pag-IBIG enable Pag-IBIG Loyalty Card Plus holder view his/her online balance and other services if the members are registered. AUB has also mobile app. If the members are registered, they are able to view their balance, benefits and others via their Pag-IBIG Loyalty Card Plus.

Previously, ARMM issued regional ID to all teachers and personnel. Most of the transactions in the ORG could hardly be done unless teachers or personnel would present their regional ID. For privacy of DepED personnel especially in terms of their record in pay slip or payroll, how does MBHTE come up with website or mobile app that enable members to view records using their regional ID?

REVGOV: A Transition Scheme for Federalism

This blog post was embedded from one of the posts in Facebook group, Protect President Duterte. It was posted by Ruben Vasquez. He entitiled it, Queries Concerning Revolutionary Government (Mga Katanungan Ukol sa Revolutionary Government).

If we try to look at the exposition of Vasquez concerning REVGOV, Filipino people especially in Manila would be scared. They might suspect it as dictatorship revival. Maynilad is educated with disrespect to leaders because it is the schools or universities, the education providers that train students to antagonize the government if the programs of the government officials are not of their interest. They invoke the principles and practices of democracy to justify their oppositions along the streets, avenues, and any corners where they are comfortable with their egoistic interests. Demonstrations are rampantly shown by the students in the roads of Manila during holidays, events, and other special gathering of Philippines with other respectable nations.

Yes, BARMM is Included in the Grant of SRI

This post was also shared with DepED Tayo Facebook Fanpage. This is another scheme for the government to release another latest incentives for all qualified government workers.

BARMM is specifically mentioned in the post below as included in the so-called SRI (Service Recognition Incentives). BARMM Chief Minister has already sent out Memorandum Order No. 777 s. 2019 advising all agencies for maximum P 15, 000.00 Incentives for all government employees. It looks BARMM gives more amount than in national government employees. Cheers to BARMM!

Guidelines for Service Recognition Incentive 2019 | Up to 10k for Gov't Employees

The Malacañang Palaces issued the Administrative Order No. 19 series of 2019 entitled "Authorizing the Grant of Service Recognition Incentive to Government Employees for Fiscal Year (FY) 2019". The following excerpts are based from the recent AO No. 2019-19.

Reasons to Invest in MP2 (Modified Pag-IBIG II)

As government employee, how old are you now as full-fledged member in Pag-IBIG? How much is your monthly saving aside from your loan payment deducted from your monthly salary? What benefits have you enjoyed other than loan entitlement and dividends? No matter how long you are in Pag-IBIG, that scheme is called Pag-IBIG Regular Saving.

MP2 is another scheme launched by Pag-IBIG for those who are full-fledged members in scheme 1 or Pag-IBIG Regular Saving. In MP2 membership registration is recorded as separate membership from scheme 1. Meaning, a member should be ready to pay as low as P 500. For instance in scheme 1, a member is deducted P 300 for regular saving. In scheme 2, a member is deducted P 500. So, member's total monthly deduction in Pag-IBIG is P 800. If a member has a loan to be paid, that monthly payment shall be added to P 800 plus other necessary payments in Pag-IBIG.

A 'Single-Step Approach' for a Thousand-mile Dream

This proposed gate was designed by the TIC of the school, Alnasvier I. Abduljalil. What appears in the landscape is as exact as where the actual location of Lugmah Elementary School is.

TIC Nash designed first the school gate. He put aside those alternatives for the huge budget which should be needed in the construction of concrete fence around the school perimeter. He truly believes in the possibility of a 'single-step strategy' for the realization of whatever he would want to accomplish. Effectiveness of said single-step approach brought him to popularity and recognition among educators in Indanan South District.

For instance in the return of the Lugmah ES to her original site and her elevation to complete elementary status from little primary status has come to reality in just a single-step effort exerted by TIC Nash. It was just last March, 2018 when he started performing his TIC designation in the said school. Supersam of ISD strongly advised him to conduct school recognition for the entire grade levels in the original site of the school. With that advice, ISD PSDS Moore witnessed the effectiveness of Nash's single-step approach. The TIC in partnership of all PTA members firstly built school stage out of bamboos in preparation for school recognition.

In June, 2018, the school stage was converted into classrooms accommodating learners enrolled from Kindergarten to Grade 6. What more amazing was the increase of grade levels until it became complete elementary status. Before, Lugmah ES catered only Kindergarten to Grade 2.

For his dream on concrete school building, he did again his single-step approach by designing a plan of school building in a perspective mode. In just a day before yesterday, he messaged me in chat dialogue box of Facebook that information from his friend and engineer came in telling updating him for soon arrival of his school building. So, I believe in his newly-designed school gate possibly to happen until it will be surrounded by concrete school panel along the school perimeter.

In his chat message tonight, an idea for having that school gate instead of filing many pieces of hollow blocks around the school perimeter is an observation-based strategy made by Kasambuhan Village ES, Palan ES, Panglima Misuari ES, Panglima Indanan CS and Poblacion ES whose school gate was already surrounded by complete fencing. He commented on those schools whose school fencing has not yet completely finished. According to him that a single-step approach was not continuously implemented that is why the schools failed to realize the school concrete panel.

Senate Bill No. 1190: 35-student Standard Class Size Act

This Senate Bill No. 1190 is known as Class Size Act. It regulates  class size into 35 students only per classroom in all public schools. However, this bill is still pending in the Committee since November 26, 2019. It was filed by Sen. Grace Poe on November 25, 2019.

What causes pending for this bill enactment into a law? Are the members of the committee busy deciding and voting for other senate bills which need more immediate actions than Class Size Act? What challenges will Government of the Philippines face in the event this Senate Bill No. 1190 shall be put into a law for the Department of Education? How do teachers explain the significant contributions of this act towards addressing the on-going deterioration of students' performance in national and international assessments?

Heroic Video: Casugay as Life-saving Surfer Instead of Gold Medal

This shortly-captured video illustrated how Roger Casugay, Philippine surfer saved his opponent instead of winning for the gold medal in SEA Games 2019.

Arip Nurhidayat was a surfer representing Indonesia in the SEA Games 2019 hosted in Philippine Arena from November 30 to December 11, 2019. Accidentally, the cruel waves in La Union crashed him with his surfboard in the midst of competition. Fortunately, one of his competitors whose heart is more life-saving than gold medal-dreaming was there grabbing him for life.

Indonesian President, Joko Widodo: My appreciation to Roger Casugay, a Filipino surfer who gave up his chance to win the gold medal in a bid to help an Indonesian athlete who fell (into the sea) during the competition.

Roger Casugay has been recognized as Fair Play Competitor manifested in his award received during the closing ceremony of the SEA Games 2019.

Learning Insights from Closing Ceremony of SEA Games 2019

SEA (Southeast Asian) Games 2019 held in the Philippine Arena lasted for 12 days from November 30 to December 11, 2019. Philippines highlighted the closing ceremony with her top rank as 'Overall Champion'. Roger Casugay, Filipino surfer made the awarding ceremony astounding when he received a recognition of Fair Play Award for his humane heart to rescue his Indonesian surfing competitor, Arip Nurhidayat from the cruelty of the waves instead of winning the gold medal.

DepEd Eyes Improving Medium of Instruction in Primary School Years

The title of this blog post was taken from this URL (Uninformed Resource Locator). The above-posted photo is snipped from the result of 2018 PISA. It shows those Top-20 countries that successfully rank on top are enumerated below:
  1. Beijing, Shanghai, Jiangsu, Zhejiang (China)
  2. Singapore
  3. Macao (China)
  4. Hong Kong (China)
  5. Estonia
  6. Canada
  7. Finland
  8. Ireland
  9. Korea
  10. Poland
  11. Swedean
  12. New Zealand
  13. United States
  14. United Kingdom
  15. Japan
  16. Australia
  17. Chinese Taipei
  18. Denmark
  19. Norway
  20. Germany
Out of 20 top-participating countries, there are only 6 English-speaking nations like Canada, Ireland, New Zealand, United States, United Kingdom and Australia. No English-speaking countries fell under Top 5, but the 2 English-speaking Canada and Ireland were in Top 10 while New Zealand, United States and United Kingdom chanced to be in Top 15. PISA result should also be studied carefully not just focusing on the failure of Philippines in that assessment. Rank of those English-speaking countries in PISA gives DepED-Philippines a true picture not to apply again and again English language as the medium of instruction in the primary level of education.

Sec. Briones: Knowledge is changing

Globalization continues in and out of every nation especially the Philippines. Advancement of information and communication technology seems to become a lifestyle of citizens therein. Thus, DepED Secretary Leonor "Liling" M. Briones underscored "Knowledge is Changing". As a result of it, DepED agreed with other countries for the putting up of several education intervention programs in the department. Countries like Australia, USA, Japan and other nations spent much money and even persons just to improve learners' outcome of Filipino students.

Recently, Sec. Briones urged the parents to help their children learn the internet as a study form of habit not for gaming and leisure. If knowledge is changing, definitely culture might also be changing. Commonly-said "There's no such permanent thing in this world except change." is just a simple basis to support it. If we try to glean the Philippine culture five decades ago, what can we comment on the current lifestyles of Filipinos? Diversity among nation's cultures is undeniably founded on its similar features. Historically, all countries' cultures enjoyed influences with one another due to their established relationships for growth and prosperity.

Sec. Briones is right to say that Philippines has already her own educational system, the K to 12 Curriculum. It's needless to adopt Singapore Curriculum, the best educational system in Asia or even Finland Curriculum, the best educational system in the world. Philippine K to 12 Curriculum is not yet stable in the present Philippine educational system. Adoption of it is still in the midst of insincerity of the parents, policymakers and many sectors of walks of life. Even DepED, there are still school officials and teachers who could hardly fulfill the holistic demands of the K to 12 Curriculum because of their contradictions to some features of it. I guess it is already a manifestation of the sayings that "culture is changing". Today's Filipinos are quick to become rejecters of change. DepED curriculum has been going on changing for several decades ago. Teachers' attitude is vulnerable for its acceptance and rapid implementation.

According to the trainers of K to 12 Curriculum that one of the main reasons of the Philippines for the acquisition of K to 12 was most of the countries adopted it. Hence, Filipino students could hardly beat global competitions. In the adoption of K to 12 Curriculum, is there no foreign cultural influence? In DepED, I am as old as 31-year-old gentleman. It has been three times for the DepED to continue paving the path of her curriculum. Firstly, it was BEC (Basic Education Curriculum); secondly, it was RBEC (Restructured Basic Education Curriculum; and thirdly, it is now the K to 12 Curriculum.

What matters most is the 'best practices' employed by the curriculum to impact learner's outcome in any type of assessment. The pattern of K to 12 Curriculum is after global design, but it suits our Philippine culture. In similar manner, 'best practices' of Singapore, Finland and China may be looked into by Philippine DepED; otherwise; there are of those 'best practices' that would suit Filipino culture. Every time failure comes in our learners, curriculum is always the shoulder of the blame. Is it a Filipino culture?

English language perhaps is already a part of Philippine culture since it is an official language of the Philippines. How did DepED customize English language into Filipino culture? How many years did she take for that obstacle? If we conduct assessment on it, what is the level of performance of the Filipino people in adopting that culture? For the newly-born Filipino children expected to be Grade 2 learners, will they not be confused with alienated sounds of the English vowel letters like Aa, Ee, Ii, Oo and Uu compared to most dialects of the Philippines?

How do you produce the sounds of these words, walk, evening, night, dot, cum?

Can PHL just adopt Singapore's curriculum? No, says DepEd chief

Education Secretary Leonor Briones on Tuesday said that while the Philippines aims to further improve its basic education curriculum, it cannot simply copy and adopt the educational program of other excelling countries such as Singapore. Current top breaking Philippine headlines regarding the nation, world, metro manila, regions and exclusive special investigative reports.
